That's in "src/win32/filebase.nsh" under the perl support section.
SetOutPath specifies the output directory. Now, you might need to
twiddle with the ActivePerlLocation function that reads the registry
to find the perl install prefix. Although, it may now be possible to
get the site extensions directory from the registry. I've not looked
at that in years.
