No, that's not true.

Yes, that's the point of MetaNames.

There's the IgnoreMetaTags option.  But, it sometimes is not useful as
it ignores all the content within tags.  You can try it for your docs,
but you may find it more useful to filter your docs before they get
passed to swish.
