metaname limit?

using: swish-e -c nacl.config -S prog

with nacl.config:

MetaNames outputs organisation strategy domain mission hqcountry countries 
web email
PropertyNames outputs organisation strategy domain mission hqcountry 
countries web email
SwishProgParameters /www/incres/nacl/nacl.pl
IndexDir /www/incres/nacl/nacl_spider.pl
IndexFile /www/incres/nacl/index.nacl

spider.pl is standard ( mods to allow multiple URL's but no affect with 
this example)

with nacl.pl:

@servers = (
{
         base_url => 'http://incres.anu.edu.au/nacl/matrixorgs.html',
         ignore_robots_file => 'true',
         validate_links => 'true',
         max_depth => 1,
         },
         );

and matrixorgs.html as:

<html>
<head><title>List of NACL Matrix Organisations</title></head>
<body>
<a href="http://incres.anu.edu.au/site4.html">site4</a><br>
</body></html>

and site4.html as:

Even this tiny example when run has no swishtitle
If you remove one of the metatags from site4.html then swishtitle shows up

Very odd behaviour
