Swish-e 2.4.0-pr4 is now available for testing for both building from
source and as a Windows binary.

Much of the work with pr4 was to get the Windows version to work better
with Filters.  (Dave spent a lot of time in his Windows virtual
machine, and I had to boot up my Window 98 machine a few times, too.)

This version will likely be the final 2.4.0 version, so please test.
