Try downloading 

  http://swish-e.org/Download/swish-e-2.1-dev-25-2002-01-19-src.exe

That's a package that should include all the source for building on Win32.
There's also a binary in /Download if you don't want to build your own.


There was a bug fix a few days ago, so you might want to check SourceForge
for those changes:
