That sounds familiar like that was a problem some time back.  What date did
you download the dev version?

This works for me:

>./swish-e -c c -i 1.html -N index.swish-e -v 4
Indexing Data Source: "File-System"
Indexing "1.html"

Checking file "1.html"...
  1.html
Warning: Skipping 1.html: last_mod date is too old
