I saw the same problem.
It looks like the code that checks for the number of parameters, expects >4 parameters when it should be >3.
Just add another parameter to the FileRules line.

If I uncomment/activate any of the following:
FileRules pathname contains .*dir1
FileRules filename is index
FileRules pathname contains .*dir1
FileRules directory contains .htaccess

The below FileRules do however work fine for me:
FileRules filename contains # % ~ .bak .orig .old old.
FileRules title contains construction example pointers
I tested with the actual example parameters as above. I'm using: SWISH-E
2.1-dev-20 (2001-02-23) as on
http://sunsite.berkeley.edu:4444/swish-daily/. And I'm doing filesystem
indexing, all http options are disabled. Could there be some other
conflicting config option?
