	I assume you mean chown'ed to root.

	Many OSs nowadays forbid regular users from chown'ing files
	since it can be a security hole.  If your OS is such an OS,
	then there's no way you (via any process you run) can perform a
	chown.  (Hence, something unrelated to SWISH-E must be going
	on.)
